Most “best agency” lists treat a clinic like any other advertiser. It isn’t one. In Malaysia a clinic advert has to clear the Medicine Advertisements Board before it runs, a doctor cannot be marketed on their own skill, and the creative that works for a skincare brand (before-and-after photos, patient testimonials about results, “free consultation” hooks) is exactly what the rules exclude. An agency that does not know this will either get your account into trouble or spend your first two months learning it on your budget.

## The Rules Any Clinic Agency Should Know Cold

These are the points we checked each agency against. Every one is taken from the regulator’s own published page, read on 5 October 2026.

- **Approval comes first.** The Medicine Advertisements Board says any information about healthcare services spread to attract public attention, including on the internet, is an advertisement and needs its approval before publication under Section 4B of the Medicines (Advertisement & Sale) Act 1956. Approved adverts carry a number in the form KKLIU 1234/2018.
- **Testimonials and endorsements are narrow.** The MAB’s advertising guidelines for healthcare facilities allow patient testimonials and influencer or celebrity endorsements only about the premises (cleanliness, hospitality, environment), not about treatment or a practitioner’s skill.
- **No before-and-after pictures** (MAB policy decision 2/2019), no comparison with other facilities, no free services and no gifts. Packages and discounts are allowed; price comparisons are not.
- **Doctors are not the product.** The Malaysian Medical Council’s Code of Professional Conduct bars a practitioner from advertising to obtain patients or commending their own skill, and its 2025 guideline on sharing information, including on social media, calls claims to be “the best” or “the only one” in a field unethical.
- **Online counts too.** Adverts placed abroad that Malaysians can see, which includes most online advertising, must follow the same guidelines.

It says it is trusted by more than 60 healthcare businesses in Malaysia and publishes downloadable clinic case studies, among them Sliq Clinic in Kuala Lumpur, whose scope covers procedures such as acne scar treatment, laser hair removal and tattoo removal, as well as Klinik Dr Alyna and Klinik Nur Raisha. That narrow focus is the reason to shortlist it: you will not spend the first month explaining how a clinic gets patients. We could not find a statement on its site about how it handles MAB approval, so ask that question directly.

Cleverly MY is a Kuala Lumpur agency based in Kepong whose healthcare practice covers clinics, hospital groups, pharmacies and specialist practices. Its work is built around medical SEO, local SEO and Google Business Profile, Google Ads, healthcare web design and AI-search optimisation. Of the agencies we reviewed, its healthcare page is the most specific about compliance: it names the Medicines (Advertisement and Sale) Act 1956, MAB approval numbers in the KKLIU format and the MMC Code of Professional Conduct, and says its strategy stage reviews those rules. It publishes clinic SEO case studies, including Avant Orthopaedics, where it reports organic traffic up 80% in six months, and Sozo Wound and Stoma Care.
