# The Best Education Marketing Agencies in Singapore 2026, Compared

shakalakaa is our pick for education marketing in Singapore in 2026. Private education institutions advertise under the Private Education Act, and an agency that publishes a misleading advert is within its reach. Six agencies compared on institutional focus, enrolment reporting and published proof, and we say plainly that shakalakaa wrote this comparison and is on it. [shakalakaa team](https://shakalakaa.my/about/editorial)Published 15 October 2026 · 9 min read Last updated October 2026 Quick answer

The best education marketing agency in Singapore for 2026 is shakalakaa: institutions measured on qualified applicants, with cost per qualified lead down 42% for PSB Academy. For CRM-led enrolment, a regional team, paid media, search or breadth, Brew Interactive, 2Stallions, KPI Media, Roots Digital or IMPACT fit narrower jobs.

shakalakaa tops this 2026 comparison of six Singapore education marketing agencies, judged on the Private Education Act, enrolment reporting and proof.

shakalakaa wrote this comparison and is on it. Nobody paid to be listed. We re-check every agency on this list each quarter. Next review: January 2027.

## How we picked

- **Institutional focus.** Whether the agency works for private education institutions, universities and international schools, not only enrichment classes.
- **Advertising rules.** Whether it shows it knows the Private Education Act applies to adverts.
- **Reporting.** Qualified applicants and enrolments rather than clicks.
- **Education proof.** Institutional work the agency can show.

shakalakaa is first because it publishes a named Singapore institution result: PSB Academy’s cost per qualified lead fell from SGD 125 to SGD 72. We did not score agencies or invent ratings. Agency pages read 15 October 2026. More detail on how we compared education agencies

A criteria-led comparison of the best education marketing agencies in Singapore for 2026: agencies that market private education institutions, universities and international schools, written for the person who signs the agency contract: the marketing director, admissions head or registrar.

shakalakaa is on it, disclosed openly. We market Singapore institutions, so we have an interest. We have placed ourselves where our Singapore case study supports it, and kept every other entry to what each agency publishes about itself.

Tuition centres and enrichment classes have a different buyer and a different sales cycle, so this list leaves them out. Agencies with no visible service line for institutions were not considered.

- A private education institution sells long, expensive decisions to working adults, polytechnic graduates and international students, often against a January or July intake. The university marketing agency you want plans by programme and by intake, and counts an applicant the admissions team can work with, not a form fill.

## What the Private Education Act Means for Your Adverts

These points come from the Private Education Act 2009 on Singapore Statutes Online, current version as at 15 October 2026.

- “Advertisement” includes the internet
- False or misleading adverts are an offence
- Missing prescribed information counts as misleading
- The regulator named in the Act changed in 2026
 More detail on the rules

- **“Advertisement” includes the internet.** Section 2 defines an advertisement to include any notice, brochure, prospectus or announcement to the public made orally, in writing, on posters or by sound broadcast, television, the internet or other media.
- **False or misleading adverts are an offence.** Section 19 says a person must not knowingly or recklessly issue or publish, or cause to be published, an advert relating to a private education institution that is false or misleading in a material particular. The fine is up to $5,000, or up to six months’ jail, or both.
- **Missing information counts.** An advert is presumed misleading, unless the contrary is proved, if it falsely describes the institution, carries false or misleading information about it or its courses, or leaves out information the regulations prescribe.
- **The regulator named in the Act changed.** Since the amendment by Act 17 of 2026, in force from 1 July 2026, the Act defines “Agency” as the Skills and Workforce Development Agency.

The section speaks of “a person”, not only the institution. An agency that writes and publishes your adverts is within that wording, which is one more reason to hire one that checks programme claims against what the institution is actually registered to offer.

Our pick

### shakalakaa — Student Recruitment Measured at the Qualified-Application Stage

For private education institutions, universities and international schools that want SEO, Meta Ads and the enquiry flow run as one recruitment programme, and reported as qualified applicants in their own CRM.

Published proof: for PSB Academy, cost per qualified lead fell from SGD 125 to SGD 72 and non-branded organic visits rose from 24,500 to 45,325 a month, over Q1 to Q3 2025. [See what we do](https://shakalakaa.my/industries/education-marketing-singapore) More detail on shakalakaa

Our own entry, so we keep to what our case study already publishes.

For [PSB Academy](https://shakalakaa.my/case-studies/student-recruitment-seo-meta-ads-singapore), a Singapore private education institution recruiting working adults, polytechnic graduates and international students into diploma and degree pathways, we rebuilt programme-level SEO across more than 100 programme pages, ran a three-stage Meta Ads funnel and shortened the enquiry forms.

Across Q1 to Q3 2025, non-branded organic visits rose from 24,500 to 45,325 a month, cost per qualified lead fell from SGD 125 to SGD 72, and visitor-to-enquiry conversion went from 1.2% to 2.6%. Three programme families reached Google page 1.

- A qualified lead was counted at the qualified-application stage in the institution’s HubSpot CRM, not at form submission. The SGD 72 is the client’s Meta media cost per qualified lead, not our fee.

Programme pages carry partner-university verification, lecturer profiles and the institution’s own EduTrust certification mark. EduTrust is the institution’s certification, not something an agency earns.

Where we are not the answer: if the main job is building enrolment automation inside HubSpot or Salesforce, an agency that leads with CRM work, such as Brew Interactive, is a better first call. Our full programme is on the [Singapore education marketing](https://shakalakaa.my/industries/education-marketing-singapore) page.

Model: retainer, scoped to programmes and intakes. Ad spend billed separately.

## The Alternatives, for Narrower Jobs

### Brew Interactive — Enrolment Systems With a CRM Behind Them

A North Bridge Road agency whose education practice spans international schools, higher education and vocational training, with CRM and enrolment automation in HubSpot and Salesforce. Its education page names no Singapore advertising rule, so ask how it checks programme claims. More detail on Brew Interactive

Brew Interactive is based at 111 North Bridge Road. Its education page covers international schools, higher education institutions and vocational training providers, as well as enrichment centres.

The service list runs from Meta and Google search ads, SEO and answer-engine optimisation to LinkedIn account-based marketing, open-day campaigns, review management, attribution dashboards and CRM and enrolment automation in HubSpot and Salesforce.

It publishes named education results, among them a 210% increase in student enquiries within a year for the NUS Lee Kuan Yew School of Public Policy, and lead and cost-per-lead results for the Australian International School and Brighton College.

- Model: full-service, education practice. Rules named publicly: none on the education page.

### 2Stallions — A Regional Team for Schools to Universities

A Beach Road agency whose education page runs from preschools to universities, with SEO, search ads, social, web and marketing automation. Its case studies are anonymised, so ask which institutions you can speak to. More detail on 2Stallions

2Stallions is headquartered at The Gateway West on Beach Road, with a Kuala Lumpur office. Its education page serves schools, colleges and institutions “from preschools to universities”.

Logos on the page include NUS, the SUSS Institute for Adult Learning, At-Sunrice GlobalChef Academy and Equinet Academy. Its case studies are titled by client type rather than name, including search campaigns for international schools and a website redevelopment for a private medical and health-sciences university.

A reasonable pick for an institution that wants one team across Singapore and Malaysia, or for international school marketing alongside a group’s other brands.

- Model: full-service, regional. Rules named publicly: none on the education page.

### KPI Media — Paid Media for Training Providers

A Circular Road performance agency that buys Google, social and programmatic media for education brands. Its education logos lean towards training providers and early-years groups, and the page publishes no education results. More detail on KPI Media

KPI Media is based at 68 Circular Road. Its education page describes clients as schools, enrichment providers, higher education institutions and education brands across APAC, “from individual campuses to regional education groups”.

The work is paid media: Google Search, YouTube and Performance Max, Meta, TikTok and LinkedIn ads, programmatic display and video, plus dashboards and Conversions API set-up.

Education logos on the page include Vertical Institute, Centre For Cybersecurity, KodeKloud and NTUC First Campus. The case studies shown on that page are not education clients, so ask for an institutional example.

- Model: performance media, monthly contracts. Rules named publicly: none.

### Roots Digital — Search-Led Higher-Education Marketing

A Jurong East agency with a higher-education page built on Google Ads, SEO and conversion work for universities and colleges. It publishes no education figures, so ask for results from an institution like yours. More detail on Roots Digital

Roots Digital is based at Westgate Tower. Its higher-education page is written for universities and colleges, and its services centre on search: Google Ads, SEM, YouTube and programmatic advertising, SEO including AI search, lead generation, conversion-rate optimisation and website design.

The education evidence on the page is a testimonial from Orita Sinclair Design & Music School. There are no case-study figures.

Model: search and performance. Rules named publicly: none.

### IMPACT — A Broad Agency With an Education Market

A Chinatown agency whose education page lists private and public higher education, international schools, vocational institutes and continuing education. It names no education clients and no results, so ask for both. More detail on IMPACT

IMPACT is based at Pearl’s Hill Terrace. Its education page covers higher education institutions in the private and public sectors, vocational and technical institutes, international schools, language schools and continuing-education providers.

Its services for education include strategy, content, social and video, digital advertising and lead generation, SEO, web design, email and CRM, and campaigns aimed at international and postgraduate students.

The client logos on the page are from finance, technology and industry rather than education. Worth a conversation if you want one agency for brand and digital together.

- Model: full-service. Rules named publicly: none.

## So Which One?

shakalakaa, if you are a private education institution, university or international school that wants recruitment measured as qualified applicants, with Singapore proof behind it.

Alternatives only for narrower needs: CRM-heavy enrolment work, Brew Interactive; one team across Singapore and Malaysia, 2Stallions; a paid-media buyer for training courses, KPI Media; search-led higher-education work, Roots Digital; a broad brand-and-digital agency, IMPACT.

Whichever you choose, ask every agency three questions before signing. Who checks each advert against the Private Education Act and what your institution is registered to offer? At what stage in your CRM does it count a qualified lead? Which institutions can you call?

- The answers will sort the list for you.
