# Enterprise Compute Initiative (ECI): a guide for Singapore companies.

What Singapore's Enterprise Compute Initiative funds, who is eligible, how companies apply through Digital Industry Singapore, and how to scope an AI project before you approach a partner. Quick answer

The Enterprise Compute Initiative (ECI) is a short-term programme run by Digital Industry Singapore (DISG), with up to S$150 million set aside at Budget 2025, to help companies build AI solutions.

Participating companies get cloud credits and tools from a cloud service provider, and consultancy from a pre-qualified consulting partner for a minimum viable product and change management.

- It is aimed at Singapore companies with at least 10 Singapore-based staff, a tech team of two or more and CEO-level sponsorship.

## What ECI funds

ECI support comes in two parts. A cloud service provider supplies cloud credits and related tools, and a consulting partner builds a minimum viable product with the company and supports change management.

The consultancy is co-funded. DISG states that the total supportable consulting cost is capped at S$150,000, with DISG supporting 70% of actual costs, capped at S$105,000 per company. The company pays the remaining 30%.

Each provider runs its own programme under ECI. DISG lists these:

- Google Cloud, AI Cloud Takeoff Program: up to S$200,000 in on-demand training licences, plus additional financial incentives.
- Amazon Web Services, AI Springboard Program: up to S$350,000 in AI Springboard cloud credits and training.
- Microsoft, Agentic AI Accelerator: up to S$250,000 in Azure cloud credits, AI training and tools.
- Oracle, ECI Program: up to S$250,000 per company in Oracle Cloud Universal Credits, training, certification and discovery workshops.

## Who is eligible

DISG's baseline criteria ask for:

- a business registered or incorporated, and physically present, in Singapore;
- sponsorship from the CEO or an equivalent-level leader;
- at least 10 staff based in Singapore and a tech team of two or more;
- experience building a custom AI solution for a proof of concept or wider deployment;
- accessible datasets for the use case, and the financial ability to complete the project.

Companies in the gambling and betting industry are excluded. Participating companies commit resources for the programme duration, which DISG gives as up to six months.

## How enterprises access it

Companies apply through DISG's online form. The application asks for Corppass login details, the latest audited financial statements, a preferred cloud service provider if the company has one, and its AI ambition and use case.

DISG reviews each application and says applicants hear back within four weeks. An accepted company is onboarded by its cloud service provider and then assigned a consulting partner from the programme's pre-qualified list.

DISG publishes each provider's programme and its partners on its [ECI cloud service providers page↗ (opens in a new tab)](https://www.disg.gov.sg/eci/cloud-service-providers/).

## Scoping an AI project before you approach an ECI partner

A partner can move faster when the use case arrives already scoped. This is the checklist we use on our own AI builds; it is our advice, not part of the programme.

1. Name the workflow: one job the AI will do, such as triaging enquiries or drafting replies.
2. Define the approval gate: where a person signs off before anything reaches a customer.
3. Map the data and systems it touches: the CRM, booking system, inbox and any records it reads or writes.
4. Set the measurable outcome: the number that will show whether the project worked.
5. Check the PDPA 2012 obligations: consent, purpose and Do Not Call checks for any outbound messages.

## Where shakalakaa fits

shakalakaa works on the customer-facing side of an AI rollout: AI agents inside the CRM and WhatsApp, the lead and enquiry flows they handle, and the marketing that feeds them. See our [AI agents and automation service in Singapore](https://shakalakaa.my/services/ai-automation-singapore).

shakalakaa is not an appointed ECI partner, and ECI support is applied for through DISG's official channel.

## Frequently Asked Questions

### Is ECI a grant or cloud credits?

Both kinds of support. A cloud service provider supplies cloud credits and tools, and DISG co-funds the consultancy: it supports 70% of actual consulting costs, capped at S$105,000 per company, and the company pays the remaining 30%.

### Can smaller companies apply?

DISG does not set a size band by name. Its baseline criteria ask for a business registered and physically present in Singapore, with at least 10 Singapore-based staff, a tech team of two or more, CEO-level sponsorship and experience building a custom AI solution.

### How long does ECI run?

DISG says the programme runs for one year from each cloud service provider's launch date, with cohorts on a staggered timeline. Participating companies commit resources for up to six months. Let's talk
