Most “best agency” lists treat a clinic like any other advertiser. It isn’t one. In Malaysia a clinic advert has to clear the Medicine Advertisements Board before it runs, a doctor cannot be marketed on their own skill, and the creative that works for a skincare brand (before-and-after photos, patient testimonials about results, “free consultation” hooks) is exactly what the rules exclude. An agency that does not know this will either get your account into trouble or spend your first two months learning it on your budget.

So to find the best clinic marketing agencies Malaysia clinic owners can realistically shortlist, we judged on four things a clinic owner or hospital marketing lead actually needs: whether the agency works inside the advertising rules and says so specifically, whether it runs campaigns at procedure level (Invisalign, implants, aesthetics) rather than one generic “clinic” campaign, whether it hands patients to your front desk in a way you can measure as booked appointments, and what proof it publishes. Agencies that publish no healthcare work were left out.

The Rules Any Clinic Agency Should Know Cold

These are the points we checked each agency against. Every one is taken from the regulator’s own published page, read on 5 October 2026.

  • Approval comes first. The Medicine Advertisements Board says any information about healthcare services spread to attract public attention, including on the internet, is an advertisement and needs its approval before publication under Section 4B of the Medicines (Advertisement & Sale) Act 1956. Approved adverts carry a number in the form KKLIU 1234/2018.
  • Testimonials and endorsements are narrow. The MAB’s advertising guidelines for healthcare facilities allow patient testimonials and influencer or celebrity endorsements only about the premises (cleanliness, hospitality, environment), not about treatment or a practitioner’s skill.
  • No before-and-after pictures (MAB policy decision 2/2019), no comparison with other facilities, no free services and no gifts. Packages and discounts are allowed; price comparisons are not.
  • Doctors are not the product. The Malaysian Medical Council’s Code of Professional Conduct bars a practitioner from advertising to obtain patients or commending their own skill, and its 2025 guideline on sharing information, including on social media, calls claims to be “the best” or “the only one” in a field unethical.
  • Online counts too. Adverts placed abroad that Malaysians can see, which includes most online advertising, must follow the same guidelines.

Axcel Digital works only in healthcare. From two Kuala Lumpur offices, in Mont Kiara and Mid Valley City, it runs Google pay-per-click, YouTube and social media advertising and builds landing pages for hospitals, aesthetic, dental and medical clinics, specialists and allied-health practices. It says it is trusted by more than 60 healthcare businesses in Malaysia and publishes downloadable clinic case studies, among them Sliq Clinic in Kuala Lumpur, whose scope covers procedures such as acne scar treatment, laser hair removal and tattoo removal, as well as Klinik Dr Alyna and Klinik Nur Raisha. That narrow focus is the reason to shortlist it: you will not spend the first month explaining how a clinic gets patients. We could not find a statement on its site about how it handles MAB approval, so ask that question directly.

shakalakaa — Hospitals and Clinics, Measured as Booked Patients

Our own entry, so we will keep to what our case studies already publish. We work for hospitals, dental and aesthetic clinics and regulated diagnostics brands, and we report on appointments rather than clicks. For Pantai Hospital Malaysia we ran medical-tourism search for international patients: non-branded international organic visitors grew from 5,200 to 17,420 a month and direct international appointments from organic search rose 3.6 times. For a Kuala Lumpur dental clinic we rebuilt Google Ads around treatment pages for Invisalign and implants; blended cost per lead fell from RM210 to RM120 and high-value treatments rose from 18% to 34% of enquiries. For a Klang Valley aesthetic clinic we replaced before-and-after creative that was one report away from a takedown with a reviewed, KKM-compliant system and WhatsApp booking tracking; cost per booked consultation fell from RM240 to RM140. We also run SuperDNA’s genetic-testing search and its Google Ads, where return on ad spend went from 1.4× to 4.1×.

Cleverly MY — The Most Explicit About the Rules

Cleverly MY is a Kuala Lumpur agency based in Kepong whose healthcare practice covers clinics, hospital groups, pharmacies and specialist practices. Its work is built around medical SEO, local SEO and Google Business Profile, Google Ads, healthcare web design and AI-search optimisation. Of the agencies we reviewed, its healthcare page is the most specific about compliance: it names the Medicines (Advertisement and Sale) Act 1956, MAB approval numbers in the KKLIU format and the MMC Code of Professional Conduct, and says its strategy stage reviews those rules. It publishes clinic SEO case studies, including Avant Orthopaedics, where it reports organic traffic up 80% in six months, and Sozo Wound and Stoma Care. A sensible shortlist pick if organic search is your main channel.

ZenWeb — Treatment-Level Campaigns With Published Prices

ZenWeb is a Petaling Jaya digital agency, part of a group founded in Japan in 2000 that also operates in Vietnam. It runs dedicated programmes for dental and aesthetic clinics that combine SEO, Google Business Profile, Google Ads, Meta Ads and clinic websites, and it splits campaigns by treatment: Invisalign, implants and orthodontics on the dental side; fillers, HIFU and laser on the aesthetic side. Its reporting follows a patient through to a booked appointment and show-up rate rather than stopping at the form, and it says creative is screened against Malaysian Dental Council advertising rules and the Private Healthcare Facilities and Services Act 1998. It is also one of very few that publishes its prices, with clinic plans from RM1,299 a month. It does not name clinic clients, so ask for references.

Walk Production — Brand, Websites and Patient Education

Walk Production (WP Media Sdn Bhd) is a Selangor creative agency founded in 2018 with a healthcare branding and marketing line for hospital groups, clinics, specialist practices, and medical-device and pharmaceutical firms. Its strength is brand rather than paid media: identity, clinic websites with appointment capture, doctor profiles and lead-to-CRM hand-off, SEO and bilingual patient-education content. It says copy is prepared with the Private Healthcare Facilities and Services Act 1998, Medical Device Authority and MAB requirements in view, while approval stays with the client’s own regulatory reviewer. Named healthcare clients on its site include Edwards Lifesciences and SuperDNA. It publishes typical ranges, such as RM8,500–12,500 for a single clinic website and RM6,000–8,000 a month for a healthcare content retainer.

MYSense — A Generalist With a Medical Team

MYSense is a Petaling Jaya agency based at Jaya One. It is a multi-industry agency rather than a healthcare specialist, but it runs a dedicated medical marketing service for medical and specialist centres, dental, aesthetic and beauty clinics, wellness centres and pharmaceutical brands, using SEO, search ads, social media management, influencer marketing and website development. It says it has worked with more than 300 brands and that it balances medical accuracy with compliance and performance, without naming a regulator. A reasonable option if you want one agency for a clinic group that also runs consumer brands; ask for named healthcare results before you sign.
