Which financial firms is this for?
shakalakaa runs financial services marketing for firms that hold a Malaysian licence or approval and need qualified enquiries, not traffic:
- Licensed moneylenders under KPKT, including Kredit Komuniti operators.
- Wealth and unit-trust advisers and financial planners, including trust and estate planning firms. Wealth management marketing and financial advisor marketing start from the adviser's licence.
- Insurers and takaful operators, and the agency forces and brokers that sell for them.
- Fintech, e-wallet and BNPL firms that lend or take deposits through a licensed entity; fintech marketing starts from that entity's licence, not the app.
- Banks and development financial institutions running product or branch campaigns.
We work for the firm, never for its end-customers: a marketing agency for financial services, not a lead seller. Licensed moneylenders, wealth advisers, insurers and takaful operators, fintech and e-wallet firms, and banks each answer to a different regulator, so the campaign is built around that regulator before any ad is written.
Which rules does each campaign have to fit?
shakalakaa builds each campaign to the advertising rules for its financial product, because in Malaysia the advertiser stays responsible for ads an agency makes. This is how each regulator changes the work:
| Segment | Regulator | What it changes in the campaign |
|---|---|---|
| Licensed moneylenders | KPKT, under the Moneylenders Act 1951 (Act 400) | A licence to lend does not cover any ad: every advertisement needs its own permit from the Registrar, and no ad may imply a banking relationship. Bank Negara Malaysia does not license moneylenders, so an ad that says "licensed by BNM" is wrong. |
| Capital-market products: unit trusts, investment and advisory services | Securities Commission Malaysia | The SC's Guidelines on Advertising for Capital Market Products and Related Services were revised on 27 March 2025, in force from 1 November 2025. They now cover finfluencers who promote products on their own initiative, and bar advertising by persons the SC has not authorised. |
| Banks, insurers and takaful operators | Bank Negara Malaysia | BNM's policy document on prohibited business conduct covers statements in advertisements, product illustrations and promotional material, and applies to licensed banks, insurers, takaful operators, development financial institutions and approved financial advisers. |
| Every segment: personal data | PDPA | Malaysia has no Do Not Call register, but the PDPA (Amendment) Act 2024 adds breach-notification obligations, and consent still has to cover each use of a lead, including passing it between organisations. |
| Every segment: ad platforms | Google and Meta | Since 14 April 2026, Google requires in-scope financial-services advertisers targeting Malaysia to complete Financial Services Verification before any ad runs. Meta and Google both treat loan advertising as a regulated financial product. |
Confirm the specifics with your compliance team; we build to their sign-off, not around it. For moneylenders, the full checklist is in our loan marketing compliance guide.
How is financial lead generation run?
shakalakaa runs financial lead generation in four parts:
- Search and Meta campaigns built to one licence and, for lenders, one permit per ad.
- Landing pages built for qualification: an eligibility step or a short quiz before the enquiry form, so enquiries that don't fit stop before they reach an adviser.
- Licence display and consent capture on every page, in the wording your compliance team approves.
- CRM hand-off: qualified enquiries go straight to your advisers or sales team, with booking and WhatsApp follow-up sent with consent.
Which channels carry the work depends on the product and the regulator; we don't promise a channel mix before the audit.
Can a licensed financial firm in Malaysia use KOLs and creators?
Yes, within its licence, and shakalakaa runs them for licensed firms. Where they go wrong:
- a creator posts a product claim the firm can't stand behind;
- nobody can show which version compliance approved;
- the posts bring likes, not leads.
The firm stays answerable for what is said about its product. The Securities Commission's guidance for finfluencers (opens in a new tab) (18 July 2024, an update to its Guidance Note on the Provision of Investment Advice) says promoting a capital market product on social media for commission or reward may need an SC licence.
Unlicensed regulated activity under the Capital Markets and Services Act 2007 carries a fine of up to RM10 million, up to ten years' imprisonment, or both; check with your compliance team. Our creator campaign management runs it like this:
- creators picked for audience fit and past content;
- approved claims only, signed off in writing by your compliance approver before posting;
- disclosure on every paid post, and the best posts run as paid ads from your own account;
- every enquiry reaches your CRM with its source, judged through our lead generation funnel on qualified enquiries, not views.
Our finance proof is Proven Wealth Advisory's lead funnel, below; our creator proof is consumer work such as Shopee For Youth × ZUS Coffee. We have published no creator campaign for a financial firm yet.
How is it measured?
shakalakaa measures it on outcomes your business recognises: booked consultations, funded loans and signed engagements, and the cost of each one. Form fills and clicks are reported, but they aren't the target.
To model your own numbers, use the cost per funded loan calculator and the loan lead quality calculator. We quote each engagement after a discovery call; we don't publish a fixed price.
What results can you show?
shakalakaa has published one Malaysian financial client. These are Proven Wealth Advisory's results, a trust and estate planning firm, from month 1 to month 6 of the engagement:
| Measure | Month 1 | Month 6 |
|---|---|---|
| Booked consultations a month | 14 | 62 (4.4×) |
| Consultations that became a trust engagement | 8.5% | 22.4% (2.6×) |
| Consultation close rate — family trust planning | — | 31% |
We have not yet published a Malaysian result for a lender, insurer, takaful operator, bank or fintech, so this page claims none.
Where should you go next?
- Loan marketing for licensed moneylenders: the full programme for KPKT-licensed lenders.
- Loan ad compliance checker: check an ad's licence and permit before it runs.
- The "licensed by Bank Negara" error: why the phrase is wrong in a loan ad.
- PDPA rules for loan leads: consent, breach notification and the missing DNC register.

Working with a listed group, GLC, hospital or national brand
Large organisations need more than a campaign. They need one accountable team that works across business units, documents its work for procurement, and reports to management.
More detail on working with large organisations
- One team across business units. Separate plans and budgets per brand or unit, run by one accountable team so nothing falls between agencies.
- Ready for procurement. A registered Malaysian company (Plixitt Solutions, BRN 003426311-V) with documentation your procurement and legal teams can review, including how personal data is handled under the PDPA.
- A named lead and management reporting. One named lead for your account and reporting written for management, not dashboards for their own sake.
- Reported on the outcome you count. Results are reported on the business outcome your team counts: qualified leads, booked consultations, applications or sales, as each of our case studies states.
- Your other markets, run properly. If your group also operates in Singapore, Australia, Hong Kong or Taiwan, each market gets its own plan and its own pages, never a copy of Malaysia.
