1. Meta's per-template conversation charge
Meta charges per business-initiated conversation template sent outside the 24-hour customer-service window, billed directly by Meta at rates that vary by country and message category: utility (order updates, appointment reminders), marketing (promotions, broadcasts) and authentication (OTP codes) each carry different per-conversation rates, with marketing template conversations typically the most expensive of the three. This is the one line item genuinely outside anyone's control except Meta's โ it applies regardless of which Business Solution Provider or agency you use.
2. The Business Solution Provider platform fee
Access to the API itself runs through a Meta-approved Business Solution Provider (BSP) โ the platform layer that actually sends and receives messages. This typically costs RM200โ600/month depending on message volume and feature tier, separate from both Meta's per-template charges and any management fee layered on top.
3. The management fee โ if you want it built and run for you
A done-for-you build โ qualification flows, approved message templates, no-show follow-up sequences, compliant broadcast โ typically runs RM1,500โ4,000/month, scope-dependent. This is the layer that turns "we have API access" into "we have a working system," and it's the part most WhatsApp SaaS tools don't include: buying the software doesn't build your workflow, write your templates, get them approved, or maintain the system as your business changes.
