Almost every digital agency in Malaysia will run Facebook and Instagram ads for you. The difference between them is rarely the targeting. It is what happens either side of the click: whether conversions reach Meta reliably enough for the algorithm to learn, whether the agency separates real prospects from form-fillers, whether it can produce enough new creative to keep costs down, and whether its reports stop at cost per lead or follow the lead to a sale.
So to find the best Meta ads agencies Malaysia businesses can realistically shortlist, we compared them on four criteria:
- Tracking. Does the agency set up the Conversions API (server-side tracking) alongside the pixel, so conversions are not lost to browser privacy settings and ad blockers?
- Lead qualification. Does it qualify leads with form questions, WhatsApp conversations or CRM feedback, or does it optimise for the cheapest form fill?
- Creative. Is creative made in-house, and at what volume? Meta campaigns wear out quickly without fresh ads.
- Reporting. Does it report cost per qualified lead, return on ad spend or revenue, rather than reach and clicks?
Meta’s own partner directory sits behind a Facebook login, so where we mention Meta Business Partner status below it is what each agency shows on its own website, and we say whether that is a badge or a written claim.

Primal — Built for Bigger Budgets
Primal is a Kuala Lumpur performance agency based in KL Eco City, with an office in Thailand and a team of more than 100. Its site footer carries a Meta Business Partner badge, and it says an in-house team handles campaign setup and creative. Its published Facebook advertising case studies report results the way a performance buyer wants them, in return on ad spend and cost per acquisition: US Pizza, OGAWA, EVAbuy and Royce’ among them. It was Campaign Asia’s Agency of the Year in 2018. Its enquiry form starts at a RM30,000 monthly digital budget, so it is aimed at larger advertisers running several channels at once.
shakalakaa — Meta Ads Measured on Qualified Leads and Revenue
This is the publisher’s entry, so it sticks to what the Malaysian case studies already publish. We run Meta ads for lead generation and e-commerce with tracking, creative and reporting in-house, and we judge campaigns on qualified leads, show-up and revenue. For Activ, Respack’s senior care range, Advantage+ Shopping, catalogue retargeting, the Conversions API and an in-house caregiver video studio lifted blended return on ad spend from 1.5× to 4.2× and monthly Meta revenue fivefold. For Ruby Cell skincare, studio video and full-funnel Meta took return on ad spend from 1.8× to 4.6×.
On lead generation, a qualifying landing page and the Conversions API gave the Sunway Serene 2 launch for Sunway Property 100–180 leads a month. Meta lead ads and WhatsApp booking took Emma Lizs from 65 to 248 trial leads a month, with show-up rising from 38% to 64.2%. A multi-step qualifying quiz took Proven Wealth Advisory from 14 to 62 booked consultations a month. ZenWeb — Published Prices and High Creative Volume
ZenWeb is a Petaling Jaya agency with Japanese roots, founded in 2000, that says it serves more than 500 clients across Malaysia, Japan and Vietnam. Its Meta ads page describes itself as a Meta Business Partner and is unusually specific about tracking: the pixel, the Conversions API and offline conversions are standard scope, deduplicated. It runs Click-to-WhatsApp and lead-form funnels, asks each client for a written definition of a qualified lead and a cost-per-acquisition target, and produces between four and twelve new creatives a week. Reports cover cost per acquisition, return on ad spend and which creatives won. It is also the only agency here that publishes its management fees: tiers from RM1,899 a month, with creative billed separately and ad spend paid directly to Meta.
Marvant — Lead Quality First
Marvant is a Petaling Jaya performance marketing agency at Pelangi Square that shows Meta Business Partner badges on its Meta ads page. Its pitch is lead quality: it says it tracks each stage from lead to conversion and reports through real-time revenue dashboards, benchmarking click-through rate, cost per thousand impressions and return on ad spend. Video production and graphic design are part of the service, and it says it tests three to five new creatives a month. Published results include up to RM800,000 in lead conversion value for EverKitchen and more than 1,200 redemptions for Korea Wallpaper. A sensible choice for a business that has been burned by cheap leads that never buy.
LOCUS-T — Meta as Part of a Wider Search Programme
LOCUS-T is a Petaling Jaya agency at Menara Access World that says it has been in digital marketing for over 25 years. It describes itself as a Meta Business Partner, Google Premier Partner and TikTok Gold Strategic Agency, and its Meta service includes tracking through Google Tag Manager, GA4 and the Meta pixel. It took four honours at the 2026 A+M Agency of the Year awards, including Performance Marketing and Lead Generation, and its client logos include Amway, Sunway, Senheng and 7-Eleven. None of its published case studies is a Meta ads case, so ask for one. It suits a business that wants Meta run next to SEO and Google Ads by one team.
2Stallions — Paid Social and Content From One Team
2Stallions is a digital agency founded in 2012 with offices in Singapore and in Bangsar South, Kuala Lumpur, and a team of more than 40. Its Facebook ads service is backed by in-house designers and copywriters who make the ad creatives, with ongoing monitoring and adjustment of targeting, creative and bids. It shows Facebook ads made for brands including Boncafe and Universal Clinic, and its client logos include Red Bull, AEON and Brother. It does not show a Meta Business Partner badge, and its headline cost-per-lead case is a Google and LinkedIn campaign rather than Meta. Best for brands that want paid social and organic content handled together across Malaysia and Singapore.
What a Meta Ads Agency Should Set Up in the First 30 Days
Whichever agency you hire, the first month tells you most of what you need to know. A competent Meta agency should start with measurement, not ads. That means checking the pixel fires on the right events, adding the Conversions API so the same events also reach Meta from your server or platform, and deduplicating the two so nothing is counted twice. If you sell through WhatsApp or a sales team, it means agreeing how a lead’s outcome (booked, attended, bought) will be recorded and, where possible, sent back to Meta as an offline conversion.
Next comes the definition of success. A good agency will ask you what a qualified lead is in your business, in writing, and what you can afford to pay for one. Without that, campaigns drift towards the cheapest form fills, which are rarely the customers you want. Lead forms should carry at least one qualifying question; Click-to-WhatsApp campaigns should have a reply script your team can actually follow.
Finally, creative. Meta rewards variety, and most accounts that stall do so because the same three ads have been running for months. Expect a plan for how many new creatives arrive each week or month, who makes them, and how winners are chosen. By day 30 you should have a tracking setup you can see in Events Manager, an agreed qualified-lead definition, and a creative testing rhythm, even before the results settle.
So Which One?
If you are a larger brand with a five-figure monthly budget across channels, start with Primal. If you want Meta judged on qualified leads or revenue, with tracking and creative in-house, that is where we would argue for shakalakaa. If a published fee and a high volume of new ads matter most, ZenWeb. If lead quality has been your problem, Marvant. If Meta is one part of a bigger search programme, LOCUS-T; and if you want ads and organic content from one team across MY and SG, 2Stallions.
