A clinic in Singapore cannot be marketed like a café. Since the Healthcare Services Act replaced the old private hospitals regime, advertising by licensed clinics has had its own regulations, and the Ministry of Health has made clear that an agency acting for a clinic can be held liable for a non-compliant advert, not just the clinic. The tactics that work in consumer marketing (before-and-after photos, “as low as” prices, packages, reposted reviews) are the ones the rules exclude.
To find the best clinic marketing agencies Singapore clinic owners can realistically shortlist, we compared agencies on four things a clinic owner or group marketing lead should check: whether the agency works inside the HCSA advertising rules and says so specifically, whether its channels fit how Singapore patients actually find a clinic (search first, then social), whether it reports booked appointments rather than clicks, and what healthcare work it can show. Agencies with no visible healthcare practice were left out.
What the HCSA Rules Mean for Your Marketing
These points come from the Ministry of Health’s own FAQs on the Healthcare Services (Advertisement) Regulations 2021 (updated November 2024) and its newsroom, read on 5 October 2026.
- Only the licensee advertises. Only an HCSA licensee, or someone acting on its authority, may advertise licensable healthcare services, and that third party can be held liable too. That includes your agency.
- No before-and-after or “after” images in adverts, even with a disclaimer. They may be shown during a consultation.
- No praise and no inducements. Laudatory statements are prohibited even when accurate. Discounts, “free” or “complimentary” offers, packages, “as low as” pricing, time-limited prices and giveaways are not allowed.
- Reviews must be real and unpaid. A clinic may not reproduce testimonials on its website or social accounts, including by resharing, and paid reviews are prohibited even when disclosed.
- Search is allowed, but content still counts. SEO and search ads are permitted channels; the advert content, and any reviews or ratings used in it, must still comply. Unsolicited WhatsApp or SMS messages need prior written consent.
- Influencers are out for aesthetic treatments. MOH’s January 2024 statement says influencers and other non-medical professionals may not advertise licensable healthcare services, with penalties of up to $20,000 and/or 12 months’ jail for unlicensed advertising.
Many clinics also work inside national schemes: CHAS subsidises medical and dental care for Singapore Citizens at participating GP and dental clinics, and under Healthier SG residents enrol with one GP clinic as their primary point of care. Both shape what a clinic’s patient-acquisition messaging can promise, which is one more reason to hire an agency that has worked with clinics before.

PULSE Digital — Clinic Marketing Built Around the Rules
PULSE Digital runs a medical marketing practice from its office in Centrium Square on Serangoon Road, working with specialists, surgeons, GPs, aesthetic clinics, dentists and new clinics. Its services cover medical SEO, AI-search optimisation, Google Ads, Meta and TikTok advertising, clinic websites, social media and copywriting. What sets it apart is how openly it deals with the regulations: it describes “strict MOH/HCSA regulations on claims, wording, and promotions” as the starting point, sells MOH-compliant adverts and landing pages, and publishes guidance on before-and-after photos, testimonials and HSA rules for injectables. It describes itself as a certified Google Partner. Its case studies are grouped by clinic type with client names withheld, so ask for references.
shakalakaa — Dental and Diagnostics, Measured as Booked Patients
Our own entry, so we will keep to what our Singapore case studies already publish. For B9 Dental Centre, a multi-location dental group that operates under both CHAS and Healthier SG, we ran Meta Ads into a WhatsApp booking funnel for implants, Invisalign and wisdom tooth surgery: more than 3,100 qualified patient leads, 82% of them confirming an appointment over WhatsApp, and a 3.8× return on ad spend measured on completed treatment revenue. For i.Dental, with clinics in Tanjong Pagar, Ubi and Yishun, Meta Ads, clinic shoots and a faster booking site took qualified Invisalign leads from 42 to 168 a month and consultation show-up from 58% to 81%.
On search, our SEO for Nuffield Dental’s All-on-4® Singapore service took it to first place on Google Singapore for three core implant searches and grew full-arch implant consultations from 28 to 95 a month. For Camtech Health, a point-of-care and at-home diagnostics company, Google, Meta and medical SEO grew tracked monthly sales 4.6 times. The Health Collective — An Agency That Also Runs Clinics
The Health Collective, based on Harvey Road, is unusual: it is a healthcare marketing provider and a clinic operator at the same time. Its site says it brings “the operational insights of running 13 clinics” across chiropractic, dental and physiotherapy brands, including Wesmile Dental Care and City Osteopathy & Physiotherapy. For other healthcare practices it offers SEO, Google Ads, Meta social marketing and performance dashboards, and it has published a guide to the HCSA advertising rules covering testimonials, before-and-after photos, superlatives and a provider’s liability when marketing is outsourced. A good fit for a practice owner who wants advice from someone who has had to fill a clinic diary themselves.
Fiture Health — Specialist and Aesthetic Clinics
Fiture Health is a healthcare marketing agency headquartered in Singapore, at Oxley Bizhub, working with new and specialist clinics, GP practices, clinic groups, allied health providers and pharmaceutical brands. Its services include medical SEO, search ads, social media management, Google Business Profile work, content and video production and KOL engagement. Its homepage shows logos of clinic and hospital brands including Parkway, The Skincare Clinic and Sozo Aesthetic, and it has published an article on the HCSA advertising regulations. One thing to check: its homepage still refers to compliance with the PHMC regime, which the HCSA replaced, so ask how its review process reflects the current rules.
MediaOne — A Large Agency With a Medical Practice
MediaOne is a Singapore digital agency on Neil Road with a dedicated medical marketing practice for hospitals, specialist and dental clinics, pharmaceutical and medtech companies and medical tourism providers. Its services span SEO, Google Ads, social and KOL campaigns, web design, content, reputation management and AI-search optimisation. Its medical page names SingHealth, Thomson and KKH among organisations that work with it and carries a testimonial from Elements Dental Clinic. It says it understands healthcare advertising guidelines without setting out how it applies specific MOH rules. Suited to hospitals and larger groups that want one agency across many channels.
Brew Interactive — Health Brands and Multi-Site Groups
Brew Interactive is a full-service agency on North Bridge Road with a second office in Malaysia. Its healthcare practice serves pharmaceutical, medical-device, supplement and diagnostics brands as well as hospital groups, specialist clinics and aesthetic and dental chains, covering brand strategy, creative and video, paid media, SEO and CRM automation on HubSpot and Salesforce. Its published healthcare work includes Becton Dickinson’s Embecta diabetes-care range, and it lists HubSpot Platinum, Google Premier Partner and Meta Business Partner status. Its healthcare page does not describe how it handles the HCSA advertising rules, so raise that early. Best matched to health brands and groups rather than a single clinic.
What Good Reporting Looks Like for a Clinic
Whichever agency you pick, insist on reporting that follows a patient past the enquiry. A useful monthly report for a clinic shows, per treatment: enquiries, enquiries your front desk judged genuine, appointments booked, appointments attended, and where possible the treatment that followed. Cost per lead on its own flatters cheap, low-intent enquiries; cost per attended consultation does not. It also helps you see whether a channel is filling the diary with the treatments you actually want, such as implants or Invisalign, rather than routine scaling. If an agency cannot connect its numbers to your booking system or WhatsApp line, you will be paying for activity you cannot check.
So Which One?
If you run a single clinic and want an agency that treats the MOH rules as the brief, start with PULSE Digital. An agency that hesitates on the first question is a risk to your licence, not just your budget.
